Today, the project of reorganization of the EDF group called Hercule enters a purely financial logic in order to adapt to the new market opportunities generated by the so-called energy transition law and the law on the new territorial organization of the Republic, said NOTRe law. Indeed, the NOTRe law gives the regions new competences, notably that of energy and climate and the so-called energy transition law allows to go towards a decentralization of the production of energy by setting up financial mechanisms for promote the development of renewable energies.
For financiers, the development of renewable energies is above all a low-risk and very lucrative investment financed by all users through the public service contribution of energy (CSPE) and by the domestic consumption tax on products. energy (Ticpe).
