A lot of patience and even more money. It has been eight years since the Transmission System of Electricity (RTE) put on the table its project of reconstruction of the very high voltage line (THT) connecting the municipality of Avelin, in the North, to that of Gavrelles, in the Pas-de-Calais. So that the first picks can be given, the operator went for millions of euros of "compensatory measures".

RTE obtained, at the end of October and the beginning of November, the last two authorizations that were missing to kick off the site. By 2021, 78 gigantic pylons will be installed to support 400,000 volts lines between Avelin and Gavrelle. The goal is to "secure the power supply of Lille and Arras". If these last authorizations are not purged of possible recourse, the latter would not be suspensive anyway. To achieve this, RTE had to drop ballast during public consultation procedures and the amount of concessions exceeds 55 million euros, or a quarter of the overall budget of 215 million euros.

The very expensive burial of the lines
The compensation measure that will have cost RTE the most is the burial of auxiliary power lines in the sector concerned by the works. For three high-voltage lines, count 27 million euros. For the burial of 28 km of medium voltage lines, 6 million. "In all, we are removing 280 power poles and this concerns 420 homes," says Cyril Wagner, project director. That's almost 80,000 euros per house.

A little less expensive, there is the measure of compensation for "visual damage". For that, RTE advances a little in the blur even if it is already 6 million euros that have been budgeted in this context. "We received 781 requests from individuals while we expected about 500. The amount of compensation will be fixed using a grid being developed by an independent commission," says the project director. The amounts could range from a few hundred euros to a few tens of thousands of euros.

For some communes crossed by the line THT, it was also the opportunity to be financed projects that might not have seen the light of day. .
